What Is OPR in Malaysia and How It Moves Your Home Loan

OPR explained for Malaysian home buyers: who sets it, how often it changes, how it reaches your floating home loan, and a worked RM 450,000 loan example.

What Is OPR in Malaysia and How It Moves Your Home Loan

The short answer

The OPR is the Overnight Policy Rate, the benchmark rate set by Bank Negara Malaysia. It is not the rate on your home loan, but it is the starting point: floating home loans in Malaysia are priced on a reference rate that moves when the OPR moves.

At the time of writing in October 2026, the OPR is 2.75%. Bank Negara Malaysia lowered it from 3.00% on 9 July 2025 and has held it there at its 2026 meetings so far, the latest on 3 September 2026.

As a rough scale, on a RM 450,000 floating loan over 30 years at an assumed 4.2%, a 0.25 percentage point move changes the instalment by about RM 66 a month. Try your own figures in the loan calculator. Want me to work it out for your own case? WhatsApp +60 17-279 8932.

What the OPR actually is

Banks lend to and borrow from each other overnight to balance their cash. The OPR is the rate Bank Negara Malaysia targets for that overnight market. By steering it, the central bank influences the cost of money across the system: deposits, business loans, car loans and home loans.

Bank Negara Malaysia operates a corridor around the OPR. When it made that cut in July 2025, it also lowered the ceiling and floor of the corridor to 3.00% and 2.50%. Home buyers do not need to follow the corridor; the headline OPR is the number that matters for your loan.

Who decides it, and how often

The decision is made by Bank Negara Malaysia's Monetary Policy Committee (MPC). The committee meets several times a year on dates published in advance, and after each meeting it releases a Monetary Policy Statement explaining the decision. The statement looks at growth, inflation and risks at home and abroad.

What this means for you as a buyer:

  • The OPR can move only at a scheduled meeting, unless the central bank chooses otherwise in an unusual situation.
  • Each statement gives the reasons, which helps you see the direction of thinking. It is not a promise about the next decision.
  • Moves are usually small, often 0.25 percentage points at a time.

How an OPR change reaches your instalment

There are three layers between the OPR and the amount that leaves your account each month.

LayerWhat it isWho sets it
OPRThe benchmark rateBank Negara Malaysia's MPC
Reference rateSBR for floating loans from 1 August 2022; BR or BLR for older loansEach bank, following the OPR
Your spreadThe extra the bank charges on top for your loanYour bank, agreed in your loan offer

Your effective rate = reference rate + spread.

Since 1 August 2022, Bank Negara Malaysia's revised reference rate framework links the SBR solely to the OPR, so the SBR changes only when the OPR changes. The central bank also said that existing BR and BLR loans would move in step with the SBR. The SBR guide explains the reference rate in detail.

The spread is the part that is yours alone. It reflects the bank's view of your risk, its costs and its margin. It is fixed in your loan offer, so an OPR change does not touch it.

Worked example: a RM 450,000 loan

Take a RM 500,000 home with a 90% loan, so RM 450,000 borrowed over 30 years. The 4.2% starting rate is an assumption for illustration, not a quote and not a forecast.

Effective rateMonthly instalmentChange vs 4.2%
3.95%about RM 2,135about RM 66 less
4.20%about RM 2,201none
4.45%about RM 2,267about RM 66 more
4.70%about RM 2,334about RM 133 more

Three points come out of this table:

  • One move is small; several add up. A single 0.25 point step is about RM 66 a month on this loan. Two steps in the same direction double it.
  • The change lasts. A higher instalment applies every month until the rate moves again, so over a year one step is roughly RM 800.
  • Your bank tells you how it applies the change. Read the notice your bank sends after a revision, so you know the new instalment and the date it starts.

What the OPR does not change

  • Your spread. It is fixed in your loan offer.
  • A fixed-rate period. If your loan is fixed for a period, the OPR does not change it during that time.
  • Your DSR on paper today. But when a bank assesses you, it uses the instalment at the rate it offers, so a higher OPR can reduce how much you can borrow. The DSR guide shows how.
  • Property prices directly. Rates are one of many things that affect demand. This page makes no prediction about prices.

OPR and the decision to buy

Buyers often ask whether to wait for a cut. A few honest points:

  • Nobody can promise the next decision. The MPC's statement explains its reasoning but does not commit to the future.
  • Plan with a buffer. If your budget only works at today's rate, a rise of 0.5 points would hurt. Test your instalment at a higher rate before you sign.
  • Compare spreads, not just headline rates. Two banks with the same SBR can offer you different spreads, and that difference stays for the whole loan.
  • For new projects under construction, you pay interest only on the amount released so far, so a rate change hits less at the start. The progressive payment guide explains how billing works.

How to follow OPR decisions

  • Read the Monetary Policy Statement on the Bank Negara Malaysia website on the day of each MPC meeting.
  • Check your bank's notice of its revised SBR or BR, which usually follows an OPR change.
  • Look at your next loan statement for the new rate and instalment.

Check before you sign

This page explains how the OPR works in general. It is not financial advice, and banks set their own spreads and adjustment methods. Before you commit, ask the bank for a written loan offer that shows the reference rate, your spread and the effective rate. Frequently Asked Questions

What does OPR stand for?

Overnight Policy Rate. It is the interest rate Bank Negara Malaysia uses to signal its monetary policy stance, decided by its Monetary Policy Committee.

What is the OPR now?

At the time of writing in October 2026, the OPR is 2.75%. Bank Negara Malaysia cut it from 3.00% to 2.75% on 9 July 2025 and kept it at 2.75% at its meetings in 2026, most recently on 3 September 2026. Check the Bank Negara Malaysia website for the latest decision.

Does my home loan rate equal the OPR?

No. Your floating rate is a reference rate (the SBR for loans from 1 August 2022, or the bank's BR for older loans) plus a spread the bank sets for you. The OPR moves the reference rate; the spread stays as agreed in your loan.

Does an OPR change affect a fixed-rate loan?

Not during the fixed period, because the rate is fixed by contract. Most Malaysian home loans are floating, so most borrowers do feel OPR changes.

How soon does my instalment change after an OPR move?

Banks usually revise their reference rate soon after the decision, and your bank then tells you the new instalment. The exact date and how the change is applied depend on your bank and your loan terms.
