The short answer
Government affordable housing comes in two kinds: housing schemes decide whether you can buy and at what price; loan helpers get you the money.
| Your situation | Start with |
|---|---|
| Buying in KL; single up to RM 10,000 a month, married up to RM 15,000 | Residensi Wilayah |
| Buying in Selangor; household up to RM 14,500, no home in Selangor | Rumah Selangorku |
| Household RM 2,500–15,000, maybe a second home | PR1MA |
| No fixed payslip | SJKP loan guarantee |
| Civil servant | LPPSA loan |
The three housing schemes and SJKP are for Malaysian citizens only. Foreign clients often ask me about these homes, and the answer is simply no. Want me to work it out for your own case? WhatsApp +60 17-279 8932.
The three schemes at a glance
| KL: RW | Selangor: RS 3.0 | PR1MA | |
|---|---|---|---|
| Income cap | Single 10k; married 15k | Household 14.5k | 2.5k–15k |
| Price | Up to 300k | 114.75k–229.5k | 100k–400k |
| Size | Policy 900 sq ft; most new 800 | 450–900 sq ft | About 600–1,200 sq ft |
| Can sell after | 10 years | 5 years, approved | Lock-in; years not published |
| Letting | Not to non-citizens | No ban in the rules | Owner must live in it |
(Income in ringgit a month; price in ringgit.)
Example: a single nurse working in Kuala Lumpur on RM 9,000 a month qualifies for Residensi Wilayah and PR1MA. If she buys in Selangor instead, the only unit open to her is the 450 sq ft Solo at RM 114,750. Not sure which one here suits you? WhatsApp +60 17-279 8932.
Which you can apply for, by income
| Monthly income | KL: RW | Selangor: RS | PR1MA |
|---|---|---|---|
| RM 5,000 | Yes | Yes* | Yes |
| RM 8,000 | Yes | Yes* | Yes |
| RM 12,000 | Married only | Yes* | Yes |
*Singles: Solo only.
At 90% borrowed over 35 years at 4% a year, the instalment is about RM 1,195 on a RM 300,000 Residensi Wilayah unit, RM 762 on a RM 191,250 Selangorku Trio and RM 1,594 on a RM 400,000 PR1MA unit.
Example: a married couple who work in Kuala Lumpur, own no home in KL or Selangor and earn RM 12,000 between them can apply for all three. A RM 300,000 Residensi Wilayah unit costs them about RM 1,195 a month, roughly 10% of their income; a RM 229,500 Selangorku Quad about RM 915, under 8%. I would weigh the lower Selangor instalment and five-year resale against a home in Kuala Lumpur that is locked for ten years.
Kuala Lumpur: Residensi Wilayah (formerly RUMAWIP)
RUMAWIP was renamed Residensi Wilayah in 2019. It covers Kuala Lumpur, Putrajaya and Labuan, and every application is made online.
Who qualifies:
- A citizen aged 21 or over who is not a bankrupt.
- Up to RM 10,000 a month for a single applicant, or RM 15,000 combined for a married couple, allowances and commission included.
- Born, living or working in the Federal Territories.
- You and your spouse own no home in the Federal Territories; a home in another state, or one inherited or received as a gift, does not count.
- One application per household, for one project.
The home: up to RM 300,000, at least three bedrooms and two bathrooms, with a covered parking bay. The policy sets a minimum of 900 sq ft; as of November 2026 most new projects list 800 sq ft, priced between RM 299,960 and RM 300,000.
Worked out: on a RM 300,000 unit, borrowing 90% over 35 years at 4% a year comes to about RM 1,195 a month. I tell clients the instalment is modest; the trade-off is ten years before you can sell.
Three things to know first:
- No sale for 10 years from the first sale agreement, except to a spouse or child. The restriction is registered on the title, and a buyer at a bank auction takes over the remaining years.
- No letting to non-citizens. Letting to citizens is allowed. The department does not enforce this itself; the management body has to adopt it as a house rule at a general meeting before it can fine anyone.
- Do not apply for a home loan before approval; on this point there is no appeal. Anyone who submits false documents is barred from every Federal Territories affordable-housing scheme.
How to apply:
- Register online and upload your documents within 30 days: last three payslips, a credit report, and a utility bill if you rent.
- The application lasts 12 months from the day the documents are complete.
- The developer screens it against the units left, then the secretariat reviews it.
- Once offered a unit, reply on the portal within 30 days.
- Pay 10% of the price when you sign the sale agreement; the developer may not take any money before then.
- After approval, arrange your own bank loan.
Selangor: Rumah Selangorku
Prices and who qualifies
Selangor's scheme is run by the State housing board (LPHS). The current version, Rumah Selangorku 3.0, took effect on 3 January 2023. Prices are controlled, and Bumiputera buyers pay the same price.
| Type | Size and rooms | Price | Monthly, about |
|---|---|---|---|
| Solo | 450 sq ft · 1 bed | RM 114,750 | RM 457 |
| Duo | 600 sq ft · 2 beds | RM 153,000 | RM 610 |
| Trio | 750 sq ft · 3 beds | RM 191,250 | RM 762 |
| Quad | 900 sq ft · 3 beds | RM 229,500 | RM 915 |
(Quad as a terrace: RM 250,000.)
You and your spouse must be citizens aged 18 or over, with household income up to RM 14,500 a month and no home anywhere in Selangor. A single applicant can only take the Solo, and Solo and Duo units are built only near stations and in town centres, so a single buyer has fewer projects to choose from.
For the first buyer, the developer pays the transfer fee, the stamp duty and the first 24 months of maintenance.
Older projects still use the 2.0 types A to E, from RM 42,000 for Type A to RM 250,000 for Type E, with a household income cap of RM 3,500 for Type A. If a project list shows letter types, that is the older scheme.
Harapan / Idaman MBI: the current rules have applied since 3 February 2025. Units of at least 1,000 sq ft sell at RM 250,000 and at least 1,080 sq ft at RM 295,000, with appliances and two parking bays; half the buyer list comes from the housing board and half from the developer.
How units are allocated
- By points first (Merit).
- After three Merit rounds, any units left are opened to individuals earning up to RM 14,500 and households earning up to RM 20,000 (Terbuka).
- Another route is open to buyers who already own one home (Terus).
- Units still unsold after the completion certificate are offered without income or home-ownership tests (Bebas).
Example: a couple earning RM 16,000 a month is over the RM 14,500 cap for the points round, but if units are still left after three rounds, the Terbuka round lets households up to RM 20,000 in. If you have waited a long time, look at completed projects that still have units. Turning down an offer puts you on a one-year blacklist; you can appeal and get a decision within three months, so accept only when you are sure.
Reselling and how long an application lasts
A unit can be resold five years after the sale agreement, with State approval and a RM 100 fee. The second buyer must be a citizen living in Selangor; at RM 300,000 or less, the buyer and spouse must also own no home in Selangor. Their income cap follows the resale price:
| Resale price | Second buyer's household income cap |
|---|---|
| ≤ RM 100,000 | RM 5,000 |
| ≤ RM 200,000 | RM 9,000 |
| ≤ RM 300,000 | RM 12,000 |
| ≤ RM 500,000 | RM 15,000 |
| > RM 500,000 | No cap |
Example: sell a Trio for RM 200,000 after five years and your buyer's household must earn no more than RM 9,000 a month and own no home in Selangor, which narrows who can buy from you.
An application stays on the list for two years, but if no offer comes within a year you must register again. My advice: check your status at month 12.
PR1MA: the middle-income option in both states
Units range from RM 100,000 to RM 400,000; apartments are about 600 to 1,200 sq ft and terraces about 850 to 1,850 sq ft. Citizens aged 21 or over, single or a couple, earning RM 2,500 to RM 15,000 a month can apply, and it can be a second home, as long as the couple does not already own more than one.
New projects are balloted, and you must submit an application to enter the ballot. For a completed project you pay a RM 500 booking fee when you pick a unit. Partner banks may lend up to 110% of the price; a bank takes about a month to approve and LPPSA about two.
Example: a couple earning RM 12,000 a month who already own one condo can still apply. At the RM 400,000 top price, borrowing 90% over 35 years at 4% comes to about RM 1,594 a month. You must live in it and cannot sublet, so do not plan on rent to pay the loan. For a couple who already own a home in Kuala Lumpur and want to stay in KL, PR1MA is the scheme I look at first, because Residensi Wilayah would turn them away.
Loan helpers: SJKP, LPPSA and First Home
SJKP (housing credit guarantee) is for anyone without a fixed monthly income, whatever the job: hawkers, the self-employed, taxi drivers and fishermen. You must be a citizen aged 18 or over buying a first home to live in, Your total instalments must stay within 65% of gross monthly income, with no arrears of more than two months in the past 12. New, resale and auction homes all qualify; SJKP guarantees bank loans of up to RM 500,000 over up to 35 years. Under SJKP-MADANI the bank can lend up to 100% of the price, with the guarantee covering up to 120%, capped at RM 360,000.
Example: a hawker with a business licence but no payslip, buying a RM 229,500 Selangorku Quad as a first home, can ask a participating bank for SJKP-MADANI cover of up to 100% of the price, and pays SJKP nothing.
LPPSA is for civil servants. From 4 October 2026 it lends up to RM 1,000,000, with the cap set by net monthly income:
| Net monthly income (examples) | Maximum loan |
|---|---|
| ≤ RM 2,500 | RM 280,000 |
| RM 3,000 | RM 350,000 |
| RM 5,000 | RM 610,000 |
| > RM 10,000 | RM 1,000,000 |
Interest is 4% a year up to RM 750,000 and 4.5% on the part above. Example: a civil servant on RM 3,000 net can borrow RM 350,000, more than the Residensi Wilayah top price. Civil servants aged 30 or below can also take a first home loan of up to 40 years, open until 31 December 2026.
First Home guarantee (Cagamas): for citizens buying a first home on individual or joint gross income up to RM 15,000 a month, through participating banks. Homes up to RM 1,000,000 can be financed up to 100%. Homes up to RM 500,000 can go to 110%, the extra 10% paying fees such as legal fees and stamp duty, with the loan capped at RM 500,000. Tenure is up to 35 years or age 70, whichever comes first.
Government home or open market
| Government affordable home | Open-market first home | |
|---|---|---|
| Price | Controlled | Market |
| Can sell after | KL 10 years; Selangor 5 | Any time |
| Letting | Restricted in KL and PR1MA | House rules apply |
| Location | Projects on offer | Your choice |
Example: a couple who buy a Residensi Wilayah unit at 30 cannot sell it before 40, except to each other or their children. If they expect to need a bigger home within five years, an open-market unit fits them better.
Suits: buyers who will live in the home for at least ten years, earn within the cap, and will live wherever the project is.
Does not suit: buyers who expect to upsize within a few years, want to let to foreigners, or need a particular neighbourhood.
Either way, a citizen who has never owned a home pays no stamp duty on the transfer or the loan for a first home of up to RM 500,000, if the sale agreement is signed by 31 December 2027. Every price in the three schemes is within that limit. More in our stamp duty guide.
Watch for fake sites and "agent fees"
There are three official sites: residensiwilayah.jwp.gov.my for Kuala Lumpur, ehartanah.lphs.gov.my for Selangor and pr1ma.my for PR1MA. The Federal Territories Department names rumawip.com.my, rumawip.com, residensiwilayahpersekutuan.com and rumawip.org as fake. PR1MA charges no registration fee and appoints no one to fill in forms or arrange special allocations, so ignore anyone who charges to move you up the list.

Frequently Asked Questions
Can a foreigner or permanent resident buy a Residensi Wilayah or Rumah Selangorku home?
No. Both schemes are for Malaysian citizens only, and in Selangor even the buyer of a resold unit must be a citizen. PR1MA and SJKP are also for citizens only.
I live in Selangor but work in Kuala Lumpur. Can I apply for Residensi Wilayah?
Yes. One of the conditions is being born, living or working in the Federal Territories, and working in Kuala Lumpur counts. You and your spouse must not own a home in the Federal Territories; a home in another state does not stop you.
Can a single person apply, and is the income limit personal or household?
Yes. Residensi Wilayah allows up to RM 10,000 a month for a single applicant and RM 15,000 combined for a married couple. Rumah Selangorku 3.0 caps household income at RM 14,500, and a single applicant can only take the 450 sq ft Solo unit.
I already own a home. Can I still apply?
For Residensi Wilayah, not if it is in the Federal Territories; a home elsewhere, inherited or received as a gift is fine, and someone who has owned a low-cost home for 10 years can apply while selling it. For Rumah Selangorku, not if you or your spouse own any home in Selangor. PR1MA can be a second home, as long as the couple owns no more than one already.
Can I rent it out or sell it, and after how many years?
Residensi Wilayah cannot be sold for 10 years from the first sale agreement except to a spouse or child, and cannot be let to non-citizens. Rumah Selangorku can be transferred after five years with State approval. PR1MA must be lived in by the owner and cannot be sublet.
I am self-employed with no payslip. Can I apply, and how do I get a loan?
Yes. Selangor accepts an income statement certified by a commissioner for oaths; in Kuala Lumpur a statutory declaration must be witnessed by a magistrate, a judge or a commissioner for oaths. For the loan, ask a participating bank for an SJKP guarantee, which covers bank loans of up to RM 500,000 at no charge to you.
Is LPPSA enough for a civil servant buying a government home?
Yes. A civil servant with RM 3,000 net pay can borrow up to RM 350,000 from LPPSA, more than the RM 300,000 top price of Residensi Wilayah, at 4% a year up to RM 750,000.
What happens if I turn down an offer, and how long does an application last?
In Selangor, turning down an offer puts you on a one-year blacklist; you can appeal and get a decision within three months. A Selangor application stays on the list for two years, but you must register again if no offer comes within a year. A Kuala Lumpur application lasts 12 months from the day all documents are in.
