My view: who should pick which

These two answer different questions. Centrix is a transit building for living in or for a liquid city-centre asset: it is built above Dang Wangi LRT, it goes up to 3 bedrooms, and it is the cheaper of the two per square foot with a monthly fee of RM 0.44 psf against RM 1.21. What it gives up is exclusivity: 857 units with up to 21 homes per floor is a busy tower. Phoeniz Suites I look at as an Airbnb investment, not a home: furnished, with a Mana Mana Hospitality package, in a building of only 394 suites. It costs more per square foot and carries a RM 1.21 psf fee, and its 60-month build after the APDL is likely the longer wait. If you want a home above the train, it is Centrix; if you want a managed short-stay unit in a small tower, it is Phoeniz.
