Quick answer: who is The Lume for?
The Lume is for families who want a genuinely large home, from 1,722 sq ft and three bedrooms up to 2,874 sq ft and four bedrooms, in a freehold building on Andaman Island with just six homes per floor and three or four car parks each. It is not for buyers looking for a smaller unit, because nothing here is under 1,722 sq ft, and the entry ticket is RM 2,250,000. My view
In one line: This is E&O's large-home freehold tower on Andaman Island, with 3 to 4 bedrooms, only six units per floor, from RM 2,250,000. The first question is not whether you like the island but whether you need this much space.
The price: Starting price divided by the smallest size gives an entry figure of about RM 1,307 psf (RM 2,250,000 ÷ 1,722 sq ft). That is above Maris (about RM 991) and Avéa (about RM 1,108) on the same island, but The Lume has the largest layouts and the fewest homes (261). Against Lightwater Residences (about RM 1,784), the other large-home freehold launch expected in Q1 2029, its entry psf is much lower. The price includes a furnishing package: appliances, a dry kitchen island, water heaters, wardrobes and herringbone solid wood flooring; budget separately for the wet kitchen, curtains and wardrobe glass panels.
Who it suits, who it doesn't: It suits families who need three to four bedrooms and three or more bathrooms, households with a helper or parents who often stay, and families with three or four cars. It doesn't suit buyers who want a smaller or cheaper unit. Nor does it suit anyone who must move in before 2029, or who wants every car park beside the lift.
How long to hold: This is a home for a family to stay in for the long run. I'd point most families to Type B, which adds a "+1" room and a fourth bathroom; go to Type C only if you need four full bedrooms. Shopping and school runs mean driving, with malls and an international school well over a kilometre away, so be sure that way of living works for you long term.
Check for yourself at the viewing: Which of your unit's car parks are near the lift and where the far ones are; with six units per floor, corner and middle units see the sea differently, so ask which have the widest view; pets are allowed subject to approval by a JMB that the future owners will form, so treat it as a likely policy only; and work out the fee for your layout (for example 2,164 sq ft × RM 0.45 is about RM 974, sinking fund included). Foreign buyers should first confirm Penang's minimum purchase price with a lawyer.
- Suits: families who need three to four bedrooms and three bathrooms or more; buyers who want a furnished large home; households with three or four cars; pet owners willing to accept the JMB caveat.
- Think twice if: you need a smaller or lower-priced unit, want every car park beside the lift, or need to move in before 2029.

Who is the developer?
The Lume is developed by Eastern & Oriental Berhad (E&O). In my data, E&O also has Avéa at Gurney Green and Maris, both on Andaman Island and developed through Persada Mentari Sdn Bhd, an E&O company. That gives you three E&O products on the same island at different sizes: Avéa from 678 sq ft, Maris from 979 sq ft and The Lume from 1,722 sq ft. One practical difference stands out: The Lume is on a residential strata title, while the database lists Avéa and Maris on a commercial title under the HDA.
The developer describes The Lume's design with privacy fins on the facade and a resort-inspired approach, with 180-degree waterfront views. Ask which stacks get the widest view, because at six homes per floor the corner and middle units will see the water differently.
What is near The Lume?
These are straight-line distances from the project's map coordinates. A walk or drive is always longer.
| Category | Place | Distance |
|---|---|---|
| Shopping | Straits Quay | about 1.25 km |
| Shopping | Precinct 10 | about 1.5 km |
| Shopping | Island 88 | about 1.5 km |
| Groceries | Sam's Groceria | about 1.3 km |
| Groceries | 365 Fresh | about 1.3 km |
| Schools | Stonyhurst International School Penang | about 1.65 km |
| Schools | SK Tanjong Tokong | about 1.8 km |
| Schools | SJK (C) Phor Tay | about 1.9 km |
| Healthcare | Geh Plastic & Cosmetic Surgery | about 2 km |
| Healthcare | Singapore Children Specialist Centre | about 2 km |
| Parks | Tanah Lapang Persiaran Lengkuas | about 1.75 km |
| Parks | Straits Green Playground By The Sea | about 1.8 km |
The developer's materials also name, without distances, Straits Quay, Seri Tanjung Pinang, Gurney Drive and Gurney Bay, George Town, Batu Ferringhi, Tanjung Bungah, the Penang Bridge and Second Penang Bridge, Penang International Airport, and international schools, hospitals, restaurants and cultural sites in the area.
The pattern is clear from the table: nothing daily is right at the door, but a mall, groceries and an international school all sit between about 1.25 and 1.65 km away. This is a drive-everywhere address, which is exactly why the three or four car parks matter. For families, Stonyhurst International School at about 1.65 km is a real draw.

What do nearby homes sell and rent for?
My data has no recorded sale or rental figures for completed large-unit condominiums around Seri Tanjung Pinang and Tanjung Tokong, so I am not quoting any. Before you decide, ask for recorded transactions of completed homes of 1,700 sq ft and above on the north coast, compared per square foot. Large homes trade less often, so look at as long a period as you can.
Which layout suits you?
| Type | Size | Configuration | Car parks | Who it suits (my view) |
|---|---|---|---|---|
| A | 1,722 sq ft | 3 bedrooms, 3 bathrooms | 3 (1 near lift) | A family of four who want every bedroom with its own bathroom nearby |
| B | 2,164 sq ft | 3+1 bedrooms, 4 bathrooms | 3 (1 near lift) | A family with a helper, or who need a study |
| C | 2,476 sq ft | 4 bedrooms, 5 bathrooms | 4 (2 near lift) | A larger family or a household with grandparents |
| D | 2,874 sq ft | 4 bedrooms, 5 bathrooms | 4 (2 near lift) | A family who want the largest plan and the most living space |
What I would pick. Type B is the one I would steer most families towards. At 2,164 sq ft, it adds the "+1" room and a fourth bathroom to Type A, which is what turns a large apartment into a house-like home for a family with a helper or a parent who visits often. Type C is the jump if you need four full bedrooms; it also doubles the near-lift car parks to two, which matters more than it sounds if two adults drive daily. Type D gives the same room count as C with about 400 sq ft more, so choose it for space, not for an extra room.

What comes in the furnishing package?
According to the developer, The Lume Furnish Package includes:
- air-conditioners
- solid wood flooring in a herringbone design
- dry kitchen cabinets and an island
- refrigerator, microwave oven, convection oven, cooker hob and hood, and dishwasher
- water heaters in all bathrooms and the dry kitchen
- wardrobes in the bedrooms and storage cabinets
- well-fitted bathrooms
It excludes curtains and the glass panels for wardrobes. The wet kitchen is empty, with only lighting and fan points provided. In practice, the main extra spending after you collect the keys is the wet kitchen, curtains, wardrobe glass, loose furniture and light fittings.
What does it cost to hold each month?
The fee is RM 0.45 per sq ft including the 10% sinking fund:
| Type | Size | Maintenance fee per month |
|---|---|---|
| A | 1,722 sq ft | About RM 775 |
| B | 2,164 sq ft | About RM 974 |
| C | 2,476 sq ft | About RM 1,114 |
| D | 2,874 sq ft | About RM 1,293 |
Quit rent, assessment tax, utilities and insurance come on top. For more on what the fee and sinking fund cover, see the maintenance fee and sinking fund guide.
If you take a loan, stamp duty on the loan agreement is 0.5% of your loan: on a generic RM 1,000,000 loan, that is RM 5,000. Stamp duty on the transfer is separate; see the stamp duty guide.
Price per square foot against other Penang launches
The last column is the starting price divided by the smallest unit, a rough entry figure only.
| Project | From | Built-up | Units | Monthly fee | Completion | Start price ÷ smallest size |
|---|---|---|---|---|---|---|
| The Lume | RM 2,250,000 | 1,722 to 2,874 sq ft | 261 | RM 0.45 psf incl. sinking fund | Expected Q1 2029 | about RM 1,307 |
| Maris | RM 970,000 | 979 to 1,356 sq ft | 516 | About RM 0.45 psf incl. sinking fund | Expected 2029 | about RM 991 |
| Avéa | RM 751,300 | 678 to 1,076 sq ft | 1,080 | RM 0.45 psf | Expected 2030 | about RM 1,108 |
| Lumina Residence | RM 1,256,000 | 1,206 to 1,518 sq ft | 596 | RM 0.35 psf incl. sinking fund (estimate) | Expected 2027 | about RM 1,041 |
| Lightwater Residences | RM 2,055,000 | 1,152 to 3,186 sq ft | 262 | RM 0.53 psf + 10% sinking fund | Targeted Q1 2029 | about RM 1,784 |
On Andaman Island, The Lume costs more per square foot than Maris and Avéa, which is what you would expect for the largest homes and the lowest density: it has 261 homes against 516 at Maris and 1,080 at Avéa. Against Lightwater Residences, the other large-home freehold launch expected in Q1 2029, The Lume's entry per square foot is much lower, and its fee already includes the sinking fund. Lumina Residence in George Town is the cheaper route to a large freehold home, with an earlier expected completion, but it tops out at 1,518 sq ft.
Facilities
The facilities sit on four levels. Level 3, the Active Podium, has a swimming pool and pool deck, a family pool, a spa pool, a jacuzzi, a wading pool and water maze, a play park, a lawn and the Grove Pavilion, a co-working space and meeting room, a sauna, changing rooms and a terrace. Level 3A has the gym, a function room, an event space, a badminton court, a basketball court and the management office. Level 48 is the Sky Terrace, with a garden lounge, a family lounge and terrace dining, and Level 49 has a viewing lounge.
Splitting the podium into a water level and a sports level is practical: noise from the courts stays away from the pool. The sky levels at 48 and 49 are the ones you will use for guests and evenings.

Buying as a foreigner
Foreigners can buy in Penang with approval from the state authority. Penang sets its own minimum purchase price for foreign buyers and its own process, so check the current figure with a lawyer before paying a booking fee. The foreigner minimum price guide explains why this differs by state.
