Quick answer: who is DIVINE KL City Centre for?

DIVINE KL City Centre suits investors who want a small unit or a dual-key two-bedroom about 400 m from the Petronas Twin Towers, from RM 997,000, in a tower planned with check-in facilities for short-stay guests. It is less suited to buyers who need a car park with every unit, or who want to move in soon: completion is expected in Q3 2032.

My view

What you buy at DIVINE KL City Centre is height and position. The tower is planned at 83 storeys and more than 300 m, off Jalan Saloma with its main access from Jalan Ampang, and a covered walkway is planned to the Jalan Ampang–KL City Centre junction. AmBank Tower is about 50 m away and the Twin Towers about 400 m. The headline facilities are high up: an infinity lap pool and gym on Levels 79 and 80, and a proposed rooftop bar from Level 81 up, billed as Malaysia's first and tallest 360° rooftop bar. Most of the layouts are small: 1 + 1 units of 502 to 540 sq ft, and dual-key two-bedrooms of 648 to 713 sq ft where the second part has its own electricity and water sub-meter. The trade-offs are the long wait to Q3 2032, a low zone with 26 units on a floor, and car parks that go only to units with the KL City Centre view.

  • Suits: investors who want a small unit to let near the Twin Towers; owners who want a dual key to let one part or both; buyers who want sky facilities at the top of a tall tower.
  • Think twice if: you need a car park with a unit facing Kampung Baru, or you want a home you can move into before 2032.

Who is the developer?

DIVINE KL City Centre is developed by Chin Hin Group Property. The Chin Hin Group is a builder conglomerate that brings building materials, construction, property development and home and living products under one group, backed by six public-listed companies. It supplies its own building materials, from concrete to civil structures, and builds with the Industrialised Building System (IBS) and Building Information Modelling (BIM), with QLASSIC-certified quality. Its home and living arm supplies finishings for its buildings, such as kitchen cabinets, bathroom accessories, furniture and appliances.

For DIVINE, the group brought in Konzepte as architect, Singapore's Ministry of Design for the interiors and SD2 for the landscape, which is laid out as four decks inspired by the layers of a rainforest.

How I read it. DIVINE's price list starts at about RM 1,600 per square foot, close to the middle of what Star Residences' one-bedroom units recorded (about RM 1,620) and a little below Scarletz Suites (about RM 1,660 to 1,750). Scarletz has only three recorded sales, so treat it as a first read. In ringgit, DIVINE's starting price of RM 997,000 is about what a larger finished one-bedroom at Star Residences has sold for, so compare the exact unit you are quoted, not the headline figure. DIVINE is a launch price for a building expected in 2032, while the other two are finished buildings you can inspect today; Star Residences is freehold, while DIVINE and Scarletz Suites are leasehold. For rent, Star Residences' 625 sq ft units are listed at about RM 3,900 a month and Scarletz Suites' 450 sq ft suites mostly at RM 3,500 to 3,800. These are monthly asking rents for whole units; they do not show what a unit would earn from short stays.

What I would pick. The show units are Type A and Type B, and those are the two I would compare first. For an investor, a dual-key Type B is the more flexible unit: two bedrooms, two bathrooms and a separate sub-meter for the second part, so it can be let as two. For one person, the 1 + 1 Type A is the entry point. Check the view and the car park before you choose: units with the KL City Centre view carry none to three car parks, by type and floor, while units without that view, on the Kampung Baru side, have none.

What does it cost to hold each month?

The maintenance fee is RM 0.68 per sq ft a month, so:

DIVINE has the lowest starting price per square foot of the four and the most units. DAWN, its neighbour less than 100 m away, starts lower in ringgit because its units are smaller, and is expected three years earlier. Jewel by Oxley is already completed, so you can inspect the finished building.

Facilities

Level 1, the Grand Lobby, has the drop-off, lobby lounge, mail and parcel rooms, management office, a water feature, EV charging bay provision, a terraced garden and a playground. Levels 12 and 13, the Play Deck, have a padel court, an indoor pickleball and badminton court, outdoor fitness, a meditation deck, a bio pond, a kids' pool with water play, a kids' playground, an indoor play gym, a misty play garden, a hammock garden, a club lounge, a games room and a business lounge on Level 13. Level 43A, the Sanctuary, has a tea garden, forest garden, garden swing, breeze walk, lazy deck, BBQ terrace, sunken lounge, water garden and a picnic area by the water. Levels 79 and 80, the Pulse, have the infinity lap pool, a heated jacuzzi, a hydromassage pool, a floating lounge and shallow deck, and the gymnasium on Level 80. The proposed rooftop bar spans Level 81 to the roof, and a banquet hall is also proposed.
