Conlay: what to weigh before you decide

Is the price fair?

Conlay's developer price is about RM 2,300 to 2,600 per sq ft. Three completed buildings within walking distance recorded these sales from 2024 to 2026:

ProjectUnit sizePricePrice per sq ft
10 Stonor (about 320 m)743 to 980 sq ftRM 1,000,000 to 1,680,000About RM 1,350 to 2,080
The RuMa (about 710 m)915 to 990 sq ftRM 1,370,000 to 1,750,000About RM 1,480 to 1,890
Banyan Tree Signature (about 730 m)1,076 to 1,184 sq ftRM 1,800,000 to 2,450,000About RM 1,670 to 2,090

Conlay's lowest figure, about RM 2,300 per sq ft, is about RM 210 above the highest sale in all three (about RM 2,090; RM 2,300 less RM 2,090). The middle of 10 Stonor's 21 sales is about RM 1,700 per sq ft, so the gap there is wider.

Part of the gap is what is being compared: Conlay's is a developer price, the other three are resale transactions. The rest buys a new building, the Kerry Hill Architects design and Conlay MRT about 230 m away in a straight line. Whether that is worth the difference is for you to judge on site; the building is finished, so you can see the real thing.

What it costs each month

The maintenance fee is RM 0.80 per sq ft a month, including the sinking fund. At size × RM 0.80:

  • 743 sq ft: about RM 594
  • 1,206 sq ft 2-bedroom: about RM 965
  • 1,335 sq ft 2 + 1 bedroom: about RM 1,068

Quit rent and assessment tax come on top. Concierge services (postal and courier packing, linen and towels, a basic handyman) are optional and charged on top of the maintenance fee.

Can foreigners buy?

Kuala Lumpur's minimum purchase price for foreign buyers is RM 1,000,000, with consent from the land authority. Conlay runs from RM 1,460,000 to about RM 3,471,000, above that threshold. Foreign buyers should still check with the developer whether sales are open to them and what the process is.

Prices here start at RM 1,460,000, so every unit is above RM 1,000,000.

Four things to check at the viewing

  1. Whether your unit is in Phase 1 or Phase 2: Phase 1 has 14 units and 5 lifts per floor, Phase 2 has 16 units and 6 lifts.
  2. Price depends on the stack and the floor. Stand on your unit's balcony and see the actual outlook.
  3. This is a commercial title, so confirm with the developer how utilities are charged.
  4. The concierge price list, item by item.

Conlay: the monthly bill, line by line

The starting-price unit at Conlay is RM 1,460,000. Borrow 90% of it, RM 1,314,000, over 35 years at 4% (an example rate) and the instalment comes to about RM 5,818 a month. The smallest unit here, 743 sq ft, adds about RM 594 in maintenance, sinking fund included, so plan on about RM 6,412 a month before assessment tax and quit rent.

Tell me the unit you have in mind on WhatsApp, +60 17-279 8932, and I will work out its own figures.

4% is an example rate, not a bank's quote, and the price you sign depends on the unit and the floor. For another loan amount, scale it with the table further down.

The example, line by line

Assessment taxBilled twice a yearDBKL: annual value × rate
Quit rentBilled once a yearDue 1 January

How the instalment is worked out

Instalment = loan × r × (1 + r)n ÷ [(1 + r)n − 1], where r is the yearly rate divided by 12 and n is the number of months: 420 for 35 years.

New floating-rate home loans are priced as the Standardised Base Rate (SBR) plus the bank's own spread, and the SBR follows Bank Negara's Overnight Policy Rate, 2.75% since 9 July 2025. So 4% is an example, not a quote. On the RM 1,314,000 loan above, 4.5% instead of 4% adds about RM 401 a month, and 30 years instead of 35 adds about RM 455. A third or later home loan in your own name is capped at 70% of the property's value.

Every RM 100,000 borrowed4.0%4.5%5.0%
35 yearsRM 443RM 473RM 505
30 yearsRM 477RM 507RM 537

To use it, multiply by your loan in hundreds of thousands: RM 450,000 at 4% over 35 years is 4.5 × RM 443, about RM 1,994 a month.

Maintenance fee and sinking fund

Maintenance at Conlay runs RM 0.80 a square foot each month, sinking fund included. The Strata Management Act 2013 sets the sinking fund at no less than 10% of the maintenance charge, kept for repainting, lift replacement and other big repairs.

That is above the RM 0.40 median of the 108 high-rise projects on this site: on the 743 sq ft unit, about RM 297 a month more than a building charging the median. The fee is the cost that stays for as long as you own the unit, so it is the line worth comparing between projects.

Assessment tax and quit rent

Assessment tax goes to Kuala Lumpur City Hall (DBKL): the unit's annual value times the rate. The annual value is DBKL's estimate of the gross rent the unit could earn in a year. Residential buildings pay 4%; serviced apartments pay 7% inside the city's original 36 square miles and 5% outside them. On an annual value of RM 13,200, that is RM 528 a year at 4%, or RM 924 at 7%, paid in two halves.

Quit rent goes to the Federal Territory land office. It falls due on 1 January and counts as in arrears if it is still unpaid on 1 June.

Reviews and guides about this project

  • Cappella Embassy Review: Refurbished Jalan Ampang Towers — Cappella Embassy is the former D'Rapport Residences on Jalan Nipah, off Jalan Ampang (the land sits in Ampang Jaya, Selangor; the postal address uses 55000 Kuala Lumpur), now being refurbished and relaunched by TS Law Developments. The five 38-storey towers were completed in 2022 and hold 1,099 homes from 1,109 to 10,635 sq ft. The price is on request. • Eaton Residences vs Conlay: Which One Suits You? — Eaton Residences and Conlay are completed towers about 0.1 km apart in KL City Centre, both a short walk from Conlay MRT. Eaton has the lower price per square foot, its own resale record and homes up to 2,982 sq ft; Conlay is newer, smaller at 491 homes, and has the lower entry price.
  • Jewel by Oxley Review: From RM 1,784,000 — Worth Buying? — Jewel by Oxley is the lowest-density of the three towers at Oxley Towers on Jalan Ampang: 267 homes over 49 floors, completed in 2025, from RM 1,784,000. • The Conlay Review: Price, Layouts, Who It Suits — Conlay, which most buyers search for as The Conlay, is a completed 52-storey tower of 491 homes on Jalan Conlay by Eastern & Oriental and Mitsui Fudosan, designed by Kerry Hill Architects, with units from 743 to 1,335 sq ft from RM 1,460,000. This review sets out the checked project facts, what is nearby, each layout, monthly holding costs, what a foreign buyer needs to check, how it compares with Eaton Residences next door, and my view on who it suits.
  • Freehold vs Leasehold Malaysia: Renewal, Loans and Prices — A freehold title has no end date. A leasehold title runs for a fixed term of up to 99 years; then the land and the building go back to the State unless the lease is extended. This guide covers what the National Land Code says, how a lease extension is applied for and paid, and how the lease works on a condo. It also shows what tenure changes for loans, EPF and foreign buyers, and how freehold and leasehold launches in the same Klang Valley areas compare on price per square foot.
